His reasoning is more along the lines of that as a doctor, it's his responsibility to take care of this situation, but that doesn't necessarily mean his nakama need bear the same weight.
Even if it involves all of them on principle, he'd rather not need to force that hand. So if they veto that Bil stay there, he will consent, but he will also follow Bil to wherever he does go; and there's nothing that will move him on that.
